The only way I found is to:
1) get the nitrates under control! 2) scrub the rocks with a brush, and spray it with 3% h2o2 ( hydrogen peroxide ) which will kill the hair algae and some of the beneficial bacteria on the rock surface, which in turn could create a mini cycle!

Your nitrates are at 0 because the algae eating it!!! Yes your lights should be on a lighter cycle for a newly setup tank as well. Do you have a refugium? It is a great way to get rid of excess nutrients!

Iam actially running 2 the biocube has a built in one in the back witch i have a intank media rack with filter floss on top purigen in the middle and chemi pure elite on the bottom and a tunze 9001 protine skimmer back there as well. Plus the tank is drilled and goes down to a 10g refuge.

H2o2 (hydrogen peroxide) is just the normal disinfectant you get at any drugstore or dollar store!!!

Do you have any macro algae in the fuge? It will outcompete the hair algae for nutrients!

Most common used macro algae is cheato, and you can get it from Aqua Anamania, Sems , Colbrets!
I would wash the rocks in RO, and after in salt water!
