This decoration is neither ceramic nor plastic. I don't know its material. The paint is not peeled off in water, and no bubble in vinegare. However, i don't know whether it is safe for aquarium.

It is most likely cast from resin... but I couldn't be certain about the paints involved.
These cheap resin figurines weren't cast with aquatic use intended, and therefore considerations probably haven't been made for the eventual decay (and the potentially toxic leachings it invokes) of the material and the finish in mind.
Personally, when in doubt, I leave it out...

I agree with Xander . If your not sure about it then it's not worth the risk no matter how much you like the look of it.
