My friend has a weather loach and the tail keeps floating up from the body what's causing this and how can she help it.

Floating or sinking problems are usually related to a swim bladder infection - does the loach look like it's struggling to stay down? Does it look otherwise comfortable?
Treatment for Swim Bladder Disease will either involve antibiotics if it's caused by a bacteria, or else by feeding peas and giving Epsom salt baths if the cause is intestinal blockage to act as a laxitive.
I'm not certain I would give a loach an Epsom bath - they are scaleless, and scaleless fish are often incompatible with some medical treatments. Loaches are especially sensitive to changes in their water parameters.

Loaches are especially sensitive to changes in their water parameters. His tail kept floating up, and kept going up to the surface, looked like he grabbed a breath of air. He seems better today, I'm going to try the peas. And I'm not going to feed them today, to see if it passes.
